Town of Payson Job Description Position Title: Human Resources Specialist FLSA Classification: Non-Exempt Pay Grade: 46 Department: Human Resources Reports To: Human Resources Manager Approved By: The fundamental reason this classification exits is to perform professional human resources tasks in support of the Human Resources programs and processes. The work involves the application of professional knowledge and judgment to a variety of human resources customer service issues. Work is performed under the general supervision of the Human Resources Manager. GENERAL PURPOSE Performs technical, complex and routine administrative and clerical duties relating to the implementation and administration of the Town’s human resources programs. This includes, but is not limited to: coordination, recruitment, new hire onboarding, benefit administration, compensation, retirement programs, performance evaluation/merit system, in compliance with various state and federally mandated employment laws such as ADA, FMLA, COBRA, HIPAA, EEOC, FLSA, etc. SUPERVISION EXERCISED Generally none. ESSENTIAL DUTIES AND RESPONSIBILITIES • Manage recruitment efforts: write and distribute job postings; write and place ads; collect, review and distribute applications; review and confirm interview and/or testing scoring; prepare applicable employment letters • Coordinate new hire on-boarding process: schedule pre-employment activities and conduct new hire orientations, I-9 compliance • Benefit administration: complete enrollments, terminations, mid-year changes; coordinate payroll deductions; reconcile monthly billings; answer questions pertaining to coverage; assist participants with any issues or problems they may have with the insurance benefits • COBRA and FMLA administration: prepare and send proper notifications; monitor status • Assist with retirement program administration: ASRS, PSPRS, 457 Plans including enrollments, terminations; answer questions pertaining to benefits • Assist with the administration of the performance evaluation system: track evaluation dates; prepare evaluation forms; send notifications to supervisors; monitor timeliness of evaluations; calculate merit increase if applicable • Provide back up to the payroll function • Prepare Personnel Action Forms for all payroll updates and changes • Maintain Human Resources software program: update all personnel and benefit related information; design and generate reports • Develops statistical reports on a variety of HR topics and processes • Workers Comp and OSHA record keeping: complete and maintain reports of industrial injuries; update OSHA 300 log • Records management: personnel files; proper destruction of files • Administers and maintains programs such as: CDL and public safety random drug testing; Employee Service Awards • Respond/assist with various surveys/records requests • May attend department, board and/or committee meetings; takes and prepares minutes • Assist with administration of Safety Incentive Program • May attend and participate in professional organizations and committees; read journals, newsletters and other publications to review current information regarding personnel and benefit policies, practices and laws. • Maintains regular attendance and punctuality PERIPHERAL DUTIES Special projects and other duties as assigned MINIMUM QUALIFICATIONS Associate’s Degree plus a minimum of five years applicable work experience with an emphasis on human resources administration and/or benefit administration. Any combination of education and experience that demonstrates the ability to perform the duties of the position may be accepted.
